You can eat local lunch with reduced cost. There is also a kiosk so you can buy sweets and drinks and have a break. The atmosphere is like a library. Good for spending alone

Nice place.
Initially difficult to find it without internet.

For rc card registration and de registration we can go here.

Usually this starts early by 9am

So it's better go as early as possible else it would be too crowdy.

People in arakawa city hall speaks English.
Thye are very helpful.
